In an effort to steer the Senate climate bill to passage, Montana Senator and Chairman of the Senate Finance Committee, Max Baucus (D-MT) is expected to take the lead on drafting one of the cornerstone pieces of the legislation: distribution of free emissions allowances. Senator Barbara Boxer (D-CA) confirmed this late yesterday after Senate Majority Leader Harry Reid (D-NV) indicated earlier in the day that he was changing his mind on who would take the lead on drafting the core provision of the Senate Bill.
